Dole Government Internship Program (DOLE-GIP)

The Government Internship Program or GIP is a component of KABATAAN 2000 under Executive Order (EO) no. 139 s. 1993, which aims to provide opportunities and engage young workers to serve general public in government agencies/entities projects and programs at the national and local level. The GIP provides the youth particularly the poor and indigent an opportunity to demonstrate their talents and skills in the field of public service for a minimum period of 3 months to a maximum period of 6 months. The program also serves as a recruitment mechanism for potential public employees.


The primary objective is to provide young workers, particularly the poor/indigent and young workers, opportunity to demonstrate their talents and skills in the field of public service with the ultimate objective of attracting the best and the brightest who want to pursue a career in government service, particularly in the fields and disciplines related to labor and employment.


The other objective is to fast track the implementation and monitoring of DOLE programs and projects related to employment facilitation and social protection, all of which directly contributes to the goal of inclusive growth through massive employment generation and substantial poverty reduction.




  1. At least High School Graduate or Voc-Tech Graduate;


  1. Between 18-30 years old;



  1. No work experience; and


  1. Individuals up to 35 years old may be accommodated as beneficiaries under exceptional circumstances, specifically in areas that are hardly-hit or stricken by disasters and natural calamities, such as typhoon, earthquake, and the like, including those man-made calamities.




  • Transcript of Records for college students or Form 137 for high school graduates, or
  • Certificate of Graduation in case of voc-tech graduates; and
  • Certificate of Indigence from the Barangay.



Terms and conditions

Salary is 75% of the existing minimum wage of the region where the beneficiary will be employed.


Employment period shall be for a minimum of three (3) to a maximum of (6) months.


Beneficiaries may be re-admitted for another period of six (6) months upon recommendation of partner institution.


Such recommendation contains:

  1. a) performance rating or evaluation of the intern


  1. b) needed skills of the intern for enhancement


  1. c) intent to hire the GIP as a contractual, temporary or regular employee, subject to the willingness of intern and applicable Civil Service Rules and Regulations.

To ensure the success of the program implementation for the coming years, DOLE assigns the Bureau of Local Employment (BLE) as the GIP’s program manager.  Under the revised guidelines, the BLE shall provide technical support to other participating government agencies, in coordination with the National Youth Commission; establish and maintain the DOLE-GIP database of beneficiaries; monitor the progress of implementation; submit accomplishment and assessment reports to the program secretariat and to DBM; and provide forms and templates for the GIP implementation.


At the local level, the DOLE regional offices shall facilitate and supervise the program implementation; determine the distribution of necessary interns in government agencies per Congressional district subject to DBM and COA rules; assign interns of the DOLE functions enumerated in the guidelines; determine, process, and facilitate the payment of stipends/allowances of the interns and their engagement in government agencies; and submit monthly GIP monitoring form and list of beneficiaries to the BLE.


Selected interns shall be trained in the DOLE’s public service functions and operations, which include profiling of child laborer/s in the barangay; encoding of Skills Registry System registrants; providing assistance to LGU and/or public school staff; and other non-technical functions.

The DOLE-GIP is a lesson on how we at the regional office can enhance employability by giving fresh graduates the opportunity to learn and to earn income plus valuable experience which they can use to transit from school to work. The internship exposed them to labor and employment issues; helped them build their skills on functions relevant to public service delivery; and, more importantly, it contributed to our efforts to recruit the best and brightest and the committed to serve the government.


The DAP funds for the DOLE, particularly for the GIP, have been beneficial. It enabled the DOLE to accept interns–young college graduates–who we initiated in government service. Through their internships, they earned experience which is a very important consideration when they transit from school to the real workplace. It should be noted that the lack of work-related exposure is one of the barriers young jobseekers face when applying for jobs after graduation.
