The Paglaum Scholarship Program aims to provide assistance to students from the Cebu province who could not afford to finish their studies due to financial constraints. Under the program, selected students are granted P10,000 subsidy for their school expenses as well as monthly allowances of P1,500. The scholar is required to maintain a passing grade of 75%.
The Provincial Government of Cebu partnered with 8 colleges and universities (as of 2016) for the program, which is intended for differently-abled and marginalized students in the province. The partner schools signed a memorandum of agreement (MOA) with the Capitol to seal the partnership. These schools and universities are

- Cebu Normal University
- Mandaue City College
- North Eastern Cebu Province
- Lapu Lapu City College
- Cordova Community College
The program will strengthen the fight of the government against illegal drugs and would strengthen the commitment to provide the children the means to achieve their dreams and live a better life.
This program that grants college scholarships to handicapped, marginalized and poor students also include the children of self-confessed drug users and pushers who surrendered to the police.

Beneficiaries can pursue their studies in state universities and college for any courses except for medicine and law as well as take up vocational and technical courses. There were special arrangements also to accept 3rd and 4th year college students who cannot afford to continue their studies due to financial constraints.
